CARB COMMERCIAL HARBOR CRAFT

emissions regulation

  • Effective March 2009, CARB is requiring engine information and operating hours for all marine engines operating in CA waters.

    Harbor Craft Regulation Quick Facts:

    • Reporting - Serial number and hours for all in-use commercial marine engines (Fishing, Work/Crew, Tug/Tow, Ferry, Dredge, etc.)
    • Compliance Timeline for all in-use Tugboats, Towboats, Ferries, and Excursion Vessels with home port outside South Coast AQMD.
    • All Tier 0 and Tier 1 engines will be phased out in accordance with the regulation's timeline between years 2010 and 2018.
    • Commercial Fishing - reporting only
    • Dredge - reporting only
    • Crew/Workboats - Planned compliance timeline in draft stage with CARB (as of 8/1/09)

    [Note:For example, if a 1982-model year diesel engine on a tugboat operating inRegulated California Waters is used for 750 hours in 2011, theowners/operators must bring the engine into compliance with the in-use enginerequirements by December 31, 2012.]
